Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of robbery and assault and a 23-year-old woman was arrested for suspected conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

The arrests come after an investigation into an attack at the multi-storey car park at Terminal 3 on Sunday. Prior to the attack, two women had stolen from them their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the injured in the event. Five people went to hospital for treatment and were later discharged.

Police arrested a 31-year-old man on suspicion of theft and assault near the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding several individuals injured by a noxious substance thought to be an irritant spray.

The attack - an event that authorities stated was isolated and not being treated as terrorism - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 parking facility briefly.
